Information Resource Management (IRM)
Information Resource Management is the concept that information is a major corporate resource and must be managed using the same basic principles used to manage other assets. This includes the effective management and control of data/information as a shared resource to improve the availability, accessibility and utilization of data/information within government, a ministry or a program. Data administration and records management are key functions of information resource management

The underlying philosophy behind Information Resource Management (IRM) is to design, inventory and control all of the resources required to produce information. When standardized and controlled, these resources can be shared and re-used throughout the corporation, not just by a single user or application.

There are three classes of information resources:
BUSINESS RESOURCES - Enterprises, Business Functions, Positions (Jobs), Human/Machine Resources, Skills, Business Objectives, Projects, and Information Requirements.
SYSTEM RESOURCES - Systems, Sub-Systems (business processes), Administrative Procedures (manual procedures and office automation related), Computer Procedures, Programs, Operational Steps, Modules, and Subroutines.
DATA RESOURCES - Data Elements, Storage Records, Files (computer and manual), Views, Objects, Inputs, Outputs, Panels, Maps, Call Parameters, and Data Bases.
These three classes of information resources provides the rationale as to why there are three complementary methodologies within "PRIDE".
ENTERPRISE ENGINEERING METHODOLOGY (EEM) - for defining the mission and goals of the business and the development of an Enterprise Information Strategy synchronized with the business.
INFORMATION SYSTEMS ENGINEERING METHODOLOGY (ISEM) - for designing and building enterprise-wide information systems (business processes crossing organizational boundaries). Software Engineering is considered a subset of ISEM.
DATA BASE ENGINEERING METHODOLOGY (DBEM) - to design and develop the corporate data base, both logically and physically.
Each methodology consists of a series of defined phases, activities and operations. Laced throughout the methodologies are defined deliverables and review points to substantiate completeness and to provide an effective dialog between management and developers. The methodologies promote design correctness and the production of a quality product.

Information Resource Management along with Data Stewards are responsible for the ongoing management of data within and across Administrative Computing. Its primary responsibilities are to:
(1) administer and assist Data Analysts, Developers, and Data Stewards in protecting and maintaining the quality and integrity of their data;
(2) promote adherence to common standards, orally and in writing, to ensure data consistency and data accuracy;
(3) actively participate and effectively communicate computing and infrastructure issues in teamwork environments to guarantee data quality;
(4) foster technological ideas and solutions that benefit not only Information Technology, but the University as a whole;
(5) administer IT principles for the data structure; the policies, procedures, and standards which support the data architecture.

The Information Resource Management (IRM) is quite simple to inventory and control all of the resources needed to satisfy the information needs of an enterprise. This includes data components (data elements, records, files, databases, etc.), system components (systems, business processes, procedures, programs, etc.), and business components (functions, jobs, human and machine resources, skills, objectives, and projects).

The concept of Information Resource Management is actually no different in intent than "Materials Resource Planning" or(MRP) as used in manufacturing. Both are concerned with the efficient and cost effective use of resources. The classification and control of resources are the main objectives. Resources are classified to prove their uniqueness so that redundancy is not introduced and to promote sharing. Control is required to collect, inventory and retrieve resources as required by the business. IRM includes the management of the broad range of information resources, e.g., printed materials, electronic information, and microforms, the various technologies and equipment that manipulate these resources, and the people who generate, organise, and disseminate those resources. Overall the intent of IRM is to increase the usefulness of government information both to the government and to the public. IRM provides an integrated view for managing the entire life-cycle of information, from generation, to dissemination, to archiving and/or destruction, for maximising the overall usefulness of information, and improving service delivery and program management.

IRM have three classes of information resource it is Business Resources, System Resource and Data Resources. Business Resources it is all about the business its skills and objectives. System Resources is about the system, the programs and the procedure or the steps of business processes. And Data Resources is about the records and data bases. This three classes of information resource have three complementary methodologies. The Enterprise Engineering Methodology (EEM) it is about the mission ang goals of the business. The Information System Engineering Methodology (ISEM) it is about the designing of the business. And the Data Base Engineering Methodology (DBEM) it is about the design and development of the data bases.

Based on what I’ve read, Information Resource Management (IRM) is an emerging discipline that helps managers assess and exploit their information assets for business development. It is a big help for the business and especially the owners. It is an important foundation for knowledge management, in that deals systematically with explicit knowledge. Knowledge centres often play an important part in introducing IRM into an organization.
One of the major problem of a particular business manager is that on the one hand they seem to be suffering from information overload, yet on other hand, they often they complain about shortage of information needed to make vital decisions.
Symptoms of overload are a growth of incoming information, including electronic mail, an explosion in the volume of information sources.
So, as one of the solution with those problem is to use IRM.
